Harlan was born on December 1, 1927 to Luther lee and Beulah (Harriott) Buckner in Park Springs, Texas. He was united in marriage to Helen Sheppard on March 21, 1953 in Denton, Texas. He was a member of the First Baptist Church in Bridgeport. He served his country as a Corporal in the United States Army. Harlan raised cattle and horses and loved to attend rodeos. He loved spending time on his tractor and being outdoors. Harlan played the guitar and was a member of the Buckner Band.
